Amazon is looking for a Technical Infrastructure Program Manager to support the growth of its European data center infrastructure. This position is centered on delivering critical capacity for customers by leading the planning and execution of complex expansion programs across the EMEA region. The role sits within AWS Infrastructure Services, the organization responsible for designing, planning, delivering, and operating the global infrastructure that keeps AWS running.

The successful candidate will work from Amazon’s Dublin or London corporate and data center offices and will lead cross-functional teams through the full lifecycle of data center development. That includes early site evaluation, design coordination, construction, and final handover into operations. The work involves both internal and external stakeholders and requires strong communication, technical understanding, and the ability to keep multiple moving parts aligned so that projects are delivered on schedule and within budget.

What you will do

  • Lead large and complex infrastructure programs by turning broad initiatives into clear, manageable workstreams.
  • Drive end-to-end delivery of data center capacity programs, from pre-contract design through final handover to operations, across colo, hybrid colo, and AWS leased or owned facilities in EMEA.
  • Coordinate the many teams involved in data center delivery, including real estate, engineering, procurement, construction, infrastructure deployment, networking, operations, security, fiber, and finance, along with contractors and colo vendors.
  • Keep goals, responsibilities, and expected outcomes clearly communicated to internal teams and remote collaborators.
  • Build and maintain the overall delivery plan and budget for each program, including preparing capital allocation requests for senior leadership to secure funding.
  • Partner with capacity planning, energy, and real estate teams to develop both short-term and long-term build strategies that match forecast demand.
  • Track and resolve technical and non-technical risks, issues, and blockers that could affect delivery.
  • Manage several programs at once, including multi-build and cross-region efforts, while maintaining momentum and accountability.
  • Support continuous improvement by updating workflows, capturing lessons learned, and sharing best practices across delivery teams to improve efficiency across EMEA.
  • Provide regular updates to senior leadership on project status, key metrics, commitments, and any emerging concerns.
  • Operate as a strong project manager in practice, using sound project management methods, tools, administration, communication, and reporting discipline.
  • Work effectively in situations where requirements are not fully defined and where decisions must be made in collaboration with senior stakeholders.
  • Help shape cluster growth by working with partner teams to align infrastructure delivery with business needs.
  • Support the delivery of high-value critical capacity at pace while maintaining control of scope, schedule, and budget.

Team context

You will join AWS Infrastructure Services, a team that owns the design, planning, delivery, and operation of AWS global infrastructure. The group supports data centers and the servers, storage, networking, power, and cooling systems that keep customer services available. The team works on highly complex problems with many supply-chain variables and brings together software engineers, hardware engineers, network engineers, supply chain specialists, security experts, operations managers, and other specialists.

Qualifications and experience

  • A bachelor’s degree, or an equivalent qualification, in a relevant technical field.
  • Experience in program management or project management.
  • Experience managing medium to large-scale projects.
  • Direct experience with the design or construction of data centers, critical infrastructure, or large-scale mechanical and electrical plants.
  • Strong written and verbal communication skills.
  • Ability to lead highly technical programs involving infrastructure and complex systems.
  • Experience in data center design, construction, operations, or facility maintenance is desirable.
  • A PMP certification, or an equivalent project management qualification, is preferred.
  • Experience working with multiple stakeholders at different levels and in different locations to drive alignment.
  • Comfort working in ambiguous situations and resolving complex issues across technical and non-technical areas.
  • Ability to manage several parallel programs and coordinate across internal and external partners.
  • Capability to report effectively to senior leadership and keep delivery on track.
