This role is for a senior consulting leader focused on Oracle Fusion HCM Cloud delivery, with a strong emphasis on HR transformation for UK public sector organisations. The position combines product ownership, payroll leadership, solution architecture, and programme leadership. The successful candidate will help shape and deliver complex HCM cloud implementations, with particular attention to UK payroll, while also translating technical and functional detail into clear guidance for a wide range of stakeholders.

What you will do

• Lead client conversations, workshops, and strategy sessions to define HR transformation direction and build practical roadmaps.
• Develop and sustain strong client relationships, including engagement with senior executives.
• Drive end-to-end HCM transformation across the full hire-to-retire process.
• Design target operating models for HR, along with process frameworks and service delivery models that support transformation goals.
• Lead Oracle HCM Cloud implementations and help deliver modern workforce transformation using digital HR, automation, and analytics.
• Provide functional and technical leadership across HCM solution design, integrations, and data migration.
• Turn business requirements into solutions that are scalable and aligned to the client’s industry context.
• Create accelerators, frameworks, and reusable delivery assets that can be used across projects.
• Contribute to thought leadership, white papers, and innovation initiatives.
• Lead large global HCM programmes while keeping delivery on track for scope, time, cost, and quality.
• Guide projects through the software development life cycle and help ensure stable, high-performing solutions.
• Work across Oracle HCM modules such as Core HR, recruitment, learning, talent management, UK payroll, pension, absence, and compensation.
• Support discussions around integrations, reporting, and data migration for the relevant modules.
• Explain complex functional and technical solutions in a way that is useful for technical teams, senior management, and other non-technical audiences.

What the employer is looking for

• Experience leading 3 to 4 large-scale Oracle HCM Fusion implementation programmes.
• Deep knowledge of HCM processes and modules, including Core HR, UK payroll, talent, absence, recruitment, learning, and compensation.
• Practical experience in the UK public sector.
• Strong communication and presentation skills, with the ability to simplify technical concepts for business leaders and explain technical detail to delivery teams.
• Ability to work closely with change management teams so the new solution is adopted successfully by end users.
• Experience managing teams of 50 or more people would be beneficial.
• High analytical ability, strong customer orientation, and a strong focus on quality are important personal attributes.
