This role is for an experienced Oracle EBS HCM enterprise architect who will support Core HR and Payroll solutions for UK public sector clients. The position sits within the UK business unit and focuses on keeping existing HRMS services running effectively while also helping to improve them over time. The work centres on Oracle EBS Core HR and Payroll, with additional responsibility across related areas such as pensions, absence, integrations, reporting, and security controls.
What you will do
- Act as a lead consultant and enterprise architect for Oracle EBS HCM, with particular focus on Core HR and Payroll in UK public sector environments.
- Support business-as-usual operations, statutory payroll updates, and smaller enhancement work across the HRMS landscape.
- Review and validate current processes, system settings, data structures, integration links, and payroll execution to make sure the solution remains accurate and stable.
- Provide ongoing guidance and support for existing Oracle EBS HCM solutions.
- Work closely with clients to discuss integrations, migration from current systems, and reporting needs across the relevant modules.
- Translate technical design choices into clear, practical explanations for both technical teams and senior business leaders.
- Assess how proposed changes may affect upstream and downstream systems and advise on the wider impact before changes are introduced.
- Drive improvement ideas and help orchestrate process enhancements within Oracle EBS HCM.
- Ensure integration layers remain dependable during upgrades and when third-party systems change.
- Handle security architecture tasks such as access reviews, single sign-on reviews, and masking of sensitive data in non-production environments.
- Use HCM technical tools and reporting capabilities, including HCM Data Loader, HCM Extract, BI reporting, Fast Formula, custom forms, and performance tuning.
- Lead conversations with customers about integrations, data migration, and reporting for Core HR, Payroll, and connected modules.
- Support development teams by advising on customisation, integration, and migration approaches using OAF, PL/SQL, API, SOA Suite, HDL, and Web ADI.
- Make sure solution design follows data protection and security requirements, including GDPR, SOX, and internal policy expectations.
- Prepare regular status updates, including RAG reporting, risk and mitigation tracking, and RAID log maintenance.
- Contribute to release planning and other delivery planning activities.
- Coach and mentor team members, including in a team leadership context where more than five people may be managed.
Experience and skills needed
- At least 15 years of experience implementing and supporting Oracle EBS HCM, with a strong background in Core HR and Payroll for the UK.
- Strong understanding of HR processes, especially those used in the UK public sector.
- Deep practical knowledge of Core HR, UK Payroll, UK Pension, and UK Absence processes.
- Hands-on experience with Oracle Global Payroll and Absence in a UK public sector setting.
- Solid knowledge of statutory reporting requirements, including HMRC-related reporting.
- Experience with Oracle SOA Suite, Oracle Integration Cloud, and API development.
- Working knowledge of HCM Data Loader, HCM Extract, BI reporting, Fast Formula, custom forms, performance tuning, Oracle PL/SQL, and OAF.
- Ability to explain complex technology solutions to technical, business, and management audiences.
- Experience producing status reports with RAG indicators, identifying risks, and maintaining RAID logs.
- Strong release planning and delivery planning capability.
- Excellent problem-solving skills.
- Experience coaching and mentoring others, with prior responsibility for leading a team of five or more people.
- Experience working with Lean/Agile delivery approaches and ITIL methods.
- High analytical ability, strong customer orientation, and a strong focus on quality.
